has the tank cycled before?

Yes it's cycled and eveythings zero the ph is perfect I have some vids on my YouTube channel bigrob18772 the one I'm doing at this second is the twenty five with the gold fish and barbs

you can add fish right away...

I waited until the tank had fully cycled.  If you do add fish right away, add very hardy fish.  Sensitive fish will not be able to take the ammonia spikes that will happen with a new tank.
