Black Skirt tetra help!

Ok, an update to my last post. i added 2 tetras like a week and a half ago, and they still didn't get along. So i added 2 more tetras (6 in all) and they STILL DONT SCHOOL! They're all still being aggressive and territorial. What should i do? add more? Have a 30g tank.

add a fish that can boss them around and scare them

 

mine neons use to school while I have a  keyhole  but now my keyhole is gone they just spread out
