do i cap my dirt off before or after i add water??

When dirting a tank do you guys put the gravel on top of your dirt before you add water? Or do you add some water then put the gravel in?? Please explain

you add enough water so that the dirt is "moist" or to point of where you press it down water comes up a little then you cap it with gravel and fill your tank after that just do mass water changes

add the gravel first..its easier that way or you will have a mess
