Honey gold gourami Lethargy

Hi i recently lost what seems to have been a healthy gourami female. I think it was due to intense summer heat and temperature fluctuation. Anyway. My other gourami. Male. Is now very lethargic and seems to be dying too. What could be the cause?

11 gal tank. Many plants and airation. Temp is stable now at 28 C. 4 shrimp. 2 gouramis. My water test kit is no good. The results are always the same. Although it does show nitrates a bit high. And pH is low.

the fish looks fine but its behaviour is odd. Slow movements and just sitting at the bottom of the tank.

Help please!?
