I have 2 tanks, a 29g and a 38g. Currently i have tiger barbs, serpae tetras, and bronze corys in the 29g, nothing in the 38g YET.

Please help me pick one of the three below.

- Keep the serpaes, barbs, and corys in the 29g and stock the 38g with 1 angelfish and a small schooling tetra such as neons.

- Move the serpaes, barbs, and corys to the 38g and make the 29g into a female betta tank.

- Move the serpaes into the 38g and keep the tiger barbs and corys in the 29g.

i cant decide what i want to do :(

I can't speak for serpaes and barbs, but I think you could do an amazon species tank with an angel, some neons or cardinals and the cories in the 38gal. That'd be pretty sweet.
Angels are great centerpiece fish and then just load it with neons.

29G is pretty larger for a betta tank.  That fish has the ability to breath air which is why you can see them surviving in very small containers.

I like option 1 the best.

option 1 is good, but you should put rainbows in it instead of the angel. a  school of 2 or 3 species or rainbows can make an amazing tank.
Not just one betta, more like 15 female bettas.
