I have a 40 gallon tank with a aquaclear 110 with this is my future stock list (NOTE not current future): 12 neon tetras 6 zebra danios 6 oto's 6 khuli loaches, 4 guppies (More if they grow) 1 honey gourami 2 bolivian rams

no go for it but just get male guppys to keep the numbers down
This will give you a definte answer.
There was a formula that took into account surface area and so many inches of fish per gallon, but Tristan's link will probably give you the right answer. From eyeballing your list I'd say ditch the otos and the Honey Gourami. If it was me I'd keep only the rams and some neons. Or substitute the guppies for the neons.
If you want more fish, get more tanks.
I won't get the rams or the Gourami. I will get like 2 oto's and probably only 3 khuli's. Does anyone here know about flathead/blackhead (Idk name) minnows and if they are ok to put in a tank? I want 2-3 but if not it's ok
