My dirted 30G

So today i dirted my tank with miracle gro organic pottting mix.
So i put my gravil on top which is like a black sand and gravel like texture and the dirt or debris leeps comming up. 
So i was wonderung what i did wrong?

How thick of a cap did you put?  I generally use close to 50/50 ratio dirt to gravel.  I get some spillage in the beginning but it wanes down and stops after awhile.

It is uneven one side has more gravel and less dirt and one side is the other way around
