New to Dirt

This will be my first planted tank and I  will be setting it up with dirt .I have just a few questions .All the videos show to do a fill ,100% water change and 20% for 3 days .Is this to just clear up the water or is it to remove heavy compounds from the dirt ? My tank is a 55g ,I would like to know if I can light my tank with 2 48" t12 plant bulbs or will I need the metal halides like I see in Dustin's videos .I thought most of the aquarium plant bulbs where in the 6500* spectrum .All the metal halides I have seen start at 10,000* spectrum .
