Odyssea T5HO Dual 24 watt Lighting and New Tank Setup questions/opinions

Its kind of been forever since I posted in the forums, or really even been on the site, but with my goldfish recently passing away and my tank (20 gallon long (30in x 12 in x 12 in)) stands empty. But I've been looking at going back towards the planted stuff, and have been particularly looking at trying an Iwagumi setup for the tank. I plan on using Ecocomplete planted substrate for it since after all the reading I've been doing on it, ecocomplete seems like one of the better lower end planted substrates that isn't the ADA soil stuff (which is just way too out of my price range for substrate). I've even found a decent seller for the stones I want as well, as well as looking going for a co2 injection system rather than just using Excel for it. I just have one problem that my inexperience/ignorance. I really am not sure how good my lighting is for the high demands of most carpeting plants such as dwarf hairgrass, dwarf baby tears, glosso, etc. 

I currently have the light listed in the title, a Odyssea T5HO Dual 24 watt fixture that is 24 inches long (with an adjustable bracket of sorts to mount it on top of the tank). I've just have heard a lot of mixed things about the brand, the lights capabilities, and how much light T5HO bulbs actually put out. It basically makes me not sure whether or not I can grow the lower foreground plants for the Iwagumi aquascape that I want with the light, and whether or not I should upgrade, or maybe even downgrade if the lights too powerful considering it is two T5HO over a 12 inch tall tank. I'm really just not sure about a lot of it and hoping I can get some straight answers or opinions on it. The bulbs themselves are the stock 6500k or 6700k that came with it (which I am likely going to replace depending on some factors like if I keep the light or not). They also only have a single reflector which many places I have looked at call kind of cheap or poor quality. And that's really all the information I can think of to relay other than the light is just under a year old
