At one point I had a nice large anubius on a piece of driftwood in my old betta tank.  Low light, hardy plant, that provides some cover.

my betta loves to rest on anubius. :)
Anubius, small amazon sword, dwarf sag, and java fern are just a couple of small plants that may suit your tank
one lily pad would look great with the betta...lol

You could also consider small crypts such as Wendtii Green, Cryptocoryne Parva and other plants including Sagittaria subulata an small varieties of Java Fern. If you do decide you want a water lily I suggest Limnobium laevigatum due to the small leaf size.

I also found these sites to be very useful:

a piece of Anubias Barteri would do wonderfully in there.. because the leaves get big enough that your Betta could swim onto them and actually sleep on them! haha cute huh?
