I know it wont be cheap but i need the cheapest!

I don't know about reefs but find out what color temperature they prefer and how many lumens they require per square inch of tank surface area. Once you've established these parameters buy a something cheap that fulfills these requirements. If you can arrange for your tank to receive sunlight you'll be all set.
