I have a 110l 25gal tank with a 18watt daylight cfl bulb and a 18 watt tropical daylight bulb. Is that the right lighting and does tht work out at 1.5watts per gallon? Thanks

alot of people in the fish hobby dont go by watts per gallon any more i just because its about the lumens in the bulb and not nessarily the wattage. I would only go for the watts per gallon thing if your wor looking to illuminate your tank but growing plants is a different story.
How many lumens would you go for?

I use 1,500 lumen bulbs rated at 6500k rated 100watts, but I am running a weird set up using CFL bulbs

First read this http://www.plantedtank.net/forums/showthread.php?t=184368.
Then read this http://fishtanktv.com/forum/topics/how-to-calculate-your-tank-lighting. First link explains y watts isnt used for bubls smaller than t12-t8. Second link is how to roughly estimate ur lumens
