I took something out of a tiny tributary of the Charles River near Boston Mass about 3 weeks ago that looks like your pic. It was submersed with no ice (we've had a warm winter) Incredibly it was still green despite the time of year and looking healthy. 

I placed it in my 180 in a pot of soil (40% clay soil - 40% worm castings - 20% sandy soil) and its going bonkers. Its gone from 5 inches to 15 inches in about 3 weeks and is sticking out of the surface.  Mine isn't red but the rest of the plant bears a superficial resemblance to yours.  I'll have to learn how to post pictures so you can compare them.

That's cool Robert! It probably is a type of ludwigia that you found. This plant is native to southern United States but could have made it's way to Massachusetts and survived this long. I'm about 6 hours west of you at the southern tip of upstate New York's Adirondack mountains. You should see the plants and moss I find in streams and lakes up here in the summer. It's fascinating!
