Yes,but you would need some source of iron and potassium in the substrate. Flouval and other companies make a man made substrate for aquariums instead of organic soil. But as long as you cap it off good enough it doesn't get that messy. After you soil the tank it takes about a month and a half of 75 percent water changes once a week. But once it clears up as long as you don't have to much light it is less maintenance the longer it sits.you don't have to dose it with fertilizers or co2 but I found the liquid kind helps after a few months. Then all you have to do is change water and put lights on a timer and the soil will do the rest.

You can grow n e plant with out dirt. Root tabs are made for this sort of stuff. ie no dirt. You would also need to buy liquid fertilizers seachem has a line of ferts called flourish (potassium, iron, excel, etc). Also if you want begginer plants check out this vid Dustin just posted about begginer plants. http://www.youtube.com/watch?nomobile=1&v=ZOaPVfK-My0

You can grow anything without dirt, even some in just gravel, or sand. As long as you have enough nutrients for them to live off of.
