I think Peter's got it. Keeping a tank clean will cut down on them but they're harmless as far as I know. They may even serve as food - Sparkling Gouramis, Pearl Danios, and Neons eat them according to one site. Personally I've seen small Bettas feed on them. I've even seen Bettas eat leaches! Wouldn't be surprised if Paradise fish eat them too.
They're not a danger to fish but people say they can raise mortality rates in shrimplets (if you aren't breeding shrimp then obviously this isn't a problem). Nice link fogduck. I've been using Prazipro to kill Hydra with limited success. I'll switch over to Fen-(whatever its called). But the article states Hydra - not Planaria - may kill shrimplets. I have little doubt this is true. They wiped out a whole batch of my new-born baby German Blue Rams.
