What type of substrate are you using? If you are planting directly in sand or gravel that is your problem. Plants absorb more nutrients through their roots then they do through their leaves. Flourish and CO2 booster are only going to be in your water and will not get absorbed through the roots, unless you use root tabs. I would recommend adding root tabs or converting to a dirted tank or a nutrient based substrate such as Eco-complete or Flourish gravels.

That is probably your problem right there. 50/50 bulbs are more for saltwater or cichlids then for plant growth. You need to get 6500-6700k bulbs. In my 125g I use all 6500k bulbs and my amazon swords, crypts and anubias are flourishing. My tank is also dirted so they have plenty of nutrients to eat as well. I am willing to bet that if you swapped your bulbs you would see significant growth within a month if you keep up with your nutrient dosing. Just remember not to run you lights too long otherwise you will be dealing with algae growth as well as plant growth.
