I have noticed the build-up of a film on the top of my water. Not really like a "skin" but more like its oily. Could this be from sticking my hands in the water. I dont do that too much and always rinse them off before i do.

is that normal for a smaller tank? if not, what should I do about it? I've tried siphoning it off the top but it seems to remain and possible build up quicker. thanks for the help!

Do you have any water circulation at the surface?

Could be:
- lack of water circulation
-dead fish, specially snails 
-added too much fish water conditioner..
 
What u can do is to change the water or add more water circulation...like a air stone or filter...
The oily looking top of the water doesnt do any harm i believe, i get it all the time in my small betta
Tank... I just change the water
(im no a Expert keeping fishtanks, but i got good observation skill)
