I have noticed the build-up of a film on the top of my water. Not really like a "skin" but more like its oily. Could this be from sticking my hands in the water. I dont do that too much and always rinse them off before i do.

is that normal for a smaller tank? if not, what should I do about it? I've tried siphoning it off the top but it seems to remain and possible build up quicker. thanks for the help!

This is what I was told... a long time ago...

The film is natural but you should do something about it because it hinders the exchange of  gasses between the water surface and the atmosphere.... (oxygen being I suppose the important gas).
One way to reduce it is to let paper (like a newspaper) float on the surface until it is saturated (just a few seconds iow) and then remove it.

I know I've done this, but can't remember the result...

Do you have any water circulation on the surface?

add an airstone and pump.. youll be fine, dont let the film get too thick
