That tank could only hold maybe 10 shrimp, like red cherry.4-5 chili rasboras could maybe fit, but without the shrimp. Hydrocotyle ( pennywort ) would be a good choice, and anubias nana'' petite'' is an easy to care for nano plant.

you should get some plecos, or otos, but always get them in groups of 4 or more. 

also maybe get some tetras. they're great. and especially some corydoras!! i love them!! they clean and swim around. great fish!!  and you might want to get some moss, like java moss, because the shrimp and otos love that, and it looks great ! good luck!
