Before I do anything drastic I would like your opinions!

I have an unfiltered pond, about 150 gallons with two young goldfish (about three inches), 5 neon tetras, two mollies, a CAE and a bunch of guppies (cleaning out the pond will help me get rid of the guppies! Yay!). One of my goldfish seems to have brown gills and not so energetic so I put it in one of my currents aquariums.

I think it's time for me to clean my pond, it's been about a year and never really cleaned out. Plus, there seems to be some dried paint from the walls that are too small to really take out. And there's a LOT of hair algae.

Think it's time I remove the fish and clean it out, replace water and scrub the algae?

You should just have goldfish in your pond and with filtration
