This picture is like 4 months old, the tank looks way better now.  I don't have any dwarf sag in there, you are probably talking about the crypt parva in the foreground.  I think it just grows by runners, but I haven't seen any yet.  No background for the tank, I like it see through and I get natural light on the stemplants from the window in the back.  Thanks for the comments.
