I followed my comentors addvice and I bought a floresent bulb lighting fixture aswell as a 6500 bulb for planting my tank. I also got a new filter that goes on the inside of my tank. I was just wondering, what plants could go in the tank that will be easy to take care of, and can be cut back to remain small enough to keep in the tank. I am also looking for suggestings on what to stock it with. I'd like to use small tropical community but I'm not sure what fish to use.

Good choice on the light.

Plants generally don't like sand but if its less than 2 inches deep you might be ok. Get easy plants like Hornwart, Anacharis, Cabomba and Dwarf Sagittaria but I'm sure others on this site will have more suggestions. So try a few species and see how they do. Obviously you'll wanna keep the ones that live and stop buying the ones that die. Add some driftwood and you'll have a good looking tank.

All plants can be cut back.

For a ten gallon tank you'll want small fish. There are lots of Dwarf varieties out there and Cardinal/Neon Tetras are perennial favorites.
