all very good choices. especially if in a planted tank. I personally like the rummy nose and the cardinals. from experience when creating a new tank take it slow on stocking it and you will have less issues. I personally would wait until the plants are rollin and goin good and add in half the tetras then wait a month and add in the other hald of the tetras with the ottos. just so the ottos have something to eat!! and then the cories always do better in a well established tank. then a little while later add what I imagine would be your center piece or crown jewel of the tank your bolivians. another thing I would add just because they are great algae cleaners and cool to watch are amano shrimp. good luck and happy tanking!!
I would personally go with the harlequins rasboras, bolivian ram pair, otocincluses, and sterbai cories. That is just my opinion. Any combination of the fish you listed would do good together. It really is about your personal opinion. If I could choose any fish, a very interesting choice is the Tanganyikan multies. They are small shell-dwelling cichlids that I find very interesting. They are hardy, easy to breed, and very fascinating to watch. You do need hard, alkaline water though.
You could have a colony of heterandria formosa, or endlers. They aren't for everyone, but I think that a planted tank with either one of these would be very neat.
