What is the best floating plant to provide shelter for small fish??

Hornswort  makes good shelter

alot of plants can be free float to provide covers.

I am just getting into Amazon Frogbit. I really like it! Got some off of eBay a few weeks ago and it seems to be growing fine so far. Growing it for now in a 5 gal. bucket with a 14w CFL light about 8-10 inches over it. I added a drop or 2 of Tetra Florapride to the water.

salvina, frog bit, dwarf water lettuce, i like them, but i dont really like the long roots of the frogs bit
