I have a 48 gallon planted freshwater aquarium and I was thinking about getting new lights. I have anubias, java fern, hygrophilia, banana plant, crypts, and jungle val in the tank running on 2 t8 bulbs. The plants are growing well but I wanted to know if I got t5 bulbs if that would make a difference on my plant growth. I am not running CO2.

In my opinion you're fine with the T8 bulbs.  All the plants you listed do not require high amounts of light.  Putting in T5's may actually give you more light than you need and can result in algae problems.  Most of the plants you have I consider to be pretty slow growing even with a high tech setup outside of the jungle val and the hygrophila.  If things are growing well there's no need to change things up.
