I only raise hardy bog plants and place them outside and underwater in the winter. As long as the crown doesn't freeze they'll survive. I can't tell by your picture if the plant is hardy or not but if its tropical the only advice I can offer is to throw rocks in the pot or pack it with enough dirt so that the plant doesn't tip of its own weight.
Although its true that an immersed pot weighs less than an emersed one, there's little else that differentiates your aquarium bog plant with any terrestrial plant you might keep on your windowsill. Small trees or plants needs to be in a pot heavier than the plant itself - that simple. The good news is that even plants that tip over will reorient themselves toward the light source. This happens a lot in my pond and the plants are fine; they simply grow from a pot that's tipped sideways instead of up.
