I bought two tiger lotuses about three weeks ago.  They aren't looking to pretty.  One of them only shoots leaves all the way to the top, with no attractive bunch towards the bottom, the other one does the opposite.  It takes forever for anything to even get near the top, but the bottom 2 inches are covered in leaves.  Once the leaves reach the top they are relatively small compared to the ones there were already on them when I bought them (which have sense died and been removed from plant).  Not only is their size an issue, but they turn yellow, and seem to rot within a week or two of reaching the surface.  I don't not have a dirted tank, nor will I consider dirting, at least not anytime soon.  I have 4 6,700 bulbs, a little laterate in my substrate, a little co2 and flourish fertilizer.  I really want to have leaves both tightly around the bottom, mid range, and floaters.  I know the red color pretty much only comes with dirt, so I don't care about that.  Also, the tank is 120g, but only 48 in wide, so it is pretty deep, if that affects anything.  Any suggestions would be awesome! thanks!

Red Tiger Lotus are high light plants, i know I'm probably beating a dead horse but dirt helps alot. Because your tanks is deep it may not bge getting enough light so it grows on top. I started my RTL from a bulb in dirt and it's growing like crazy. My suggestion would be to maybe root tab it and get higher lighting.
How long did the bulbs take to sprout? I have one and it's about a week or two old idk how old it is at the fish store I got it from and there is no growth. It hasn't become soft and hollow yet or rot but there is nothing with it
