ebay or amazon for T5HO light ...that what i would go for with $100.
I would suggest checking out home improvement stores like lowes I bought a dual strip t5 light for 50 bucks the bulbs it came with are for growing plants

you can light your tank for about 20-30 dollars just like i did without spending loads.

Go to Wal-Mart and look for the little spiral florescent  lights. Be sure that you get bulbs that are "DAYLIGHT" bulbs and not regular ones. Also somewhere on the pack it should say the lights are in the 6400k-6500k range. Which is what makes the bulbs perfect for growing plants. Try to find bulbs that about around 30 watts or more and divide up how many watts per gallon you want (which for me was about 2wpg putting me in about the med range of light.) And then look for clip on desk lamps that you can clip onto the back of your tank.

I personally have a 29g tank and spent $8 for 2 26watt bulbs and then 2 clip on lamps ($4 each). This way. I didnt have to spend 100-150 dollars for a lighting fixture. As long as the bulbs are 6500k bulbs it will do the same thing.
