Is the water coming out of the tap 9?  If so get fish that like a high pH.  Either that or buy stock in pH down drops because you will be buying a lot of it.

i wonder if theres something in your tank causing this. because thats quite high. i prefer the seachem ph buffer. what causes high ph is a buffer and to lower or raise the ph you have to "bust the buffer with another" so sometimes it takes a lot and sometimes a little. im thinking about making a vid about this tommarow. check it out if you get a chance
What kind of gravel and rocks are in your tank. Alot of rocks are very alkaline
API sells a product that claims it gets your ph at 7.0 I've used it to lower my ph and it works but if you plan to use any product to change the ph keep testing the ph until it's right
if your tap is 9 you by distilled water at walmart by the gallon which is normally 7 for under a dollar. It's always better to use less chemicals.
i would go to like vitamin cottage or whole foods and get water from there. its cheaper cleaner and the problem with distilled water is lacks the vitamins and minerals that plants and fish alike need
