Thats not I good sign when they either float on the top or sit on the bottom I would quarantine it A S P especially since it has white things on it's face it might have ich if it does that parasite will spread to the other fishes they sell medicine for it but if I was you I would ask the fish store to take it back ..... Using aquarium  salt helps promote good health if you don't use it I would suggest you do ...unless you have plants some plants don't do so well with salt ... Hope this helps  health in
