Hey so i got my 30 gal tank setup with dirt and all and didnt know bab tears needed to much light (2wpg )i was running a little less than one. so they are starting to turn brown so i moved them outside in a small container with dirt.

I run DAY LIGHT (6500~) spectrem cfl lights (sprial bulbs) on all my small tanks and even on some big ones. You can get some clip on lamps for like 5 bucks each and a box of 3 26w daylight cfls for around 8 bucks. So for under 30 bucks you can grow just about anything.

Got them at walmart, you can choose what ever style you like tho. On my 30 I ran four but three would work fine.

so just  to be clear you buy a lamp like this ( http://www.walmart.com/ip/your-zone-clip-lamp/16424026?findingMetho...) then buy a light like this http://www.amazon.com/Hydrofarm-FLC32D-32-Watt-Dayspot-Fluorescent/... and just clip on and grow?

Yup just make sure that your lamp can handle the wattage of light bulb youre putting in there. And make sure the lamp isnt see through because you will loose a lot of light.

Yeah im not sure ethier that stuff always confused me. And btw with cfls you cant think in watts per gallon because they are shapped diffrent and arnt as wide so you would probaly need about three spread evenly across the tank and then you can raise them higher up if the light is too intense. You can google "cfl bulbs for planted tanks" or something they have lots of info out there.
