For a wet/dry or sump filter you need an over flow that can handle the return pumps flow rate you are using, If you are making your own over flow out of P.V.C, Use at least 1inch pipe, half inch is only good for something like 80gallons an hour, I am running about 250GPH using a 1inch overflow having no problems. if you to jump up over 300gph I would recommend going up in PVC pipe size, better to have more flow threw the overflow then not enough. As for keeping your sump from over flowing, that is controlled based on how deep you set your overflow stand pipe in the tank, I have mine about 1/2 inch under water, you can do more if you want a buffer incase your over flow clogs. and your tank starts to fill. the over flow height also sets the water level in the main tank. Make sure to have a screen or something on your over flow intake, fish like to ride the P.V.C water slide lol.
